Education & Certifications

Dr. Bailey is a past Assistant Professor of Clinical Practice in the Dept. of Biokinesiology & Physical Therapy at the University of Southern California & past Clinical Faculty at Mt. St. Mary’s Physical Therapy Doctorate program. She is the Director of P.T. at Lifespan Orthopaedic Hemophilia Treatment Center at the Los Angeles Orthopaedic Institute for Children. She is also the past Administrator of the Los Angeles Orthopaedic Hospital Sports Care Outreach & Education program.

Cindy’s postgraduate work has included an Advanced Residency at Kaiser West Los Angeles (KWLA) in Manual Orthopaedic Physical Therapy & a Fellowship at USC’s Keck school of Medicine in Medical Education Teaching & Learning. From 1997 through 2018 Cindy worked and traveled with the USC ice hockey team as their Certified Athletic Trainer and EMT.

Other teaching and clinical instruction has included “Introduction to Sports Injury & Certified Athletic Training” at Pepperdine University & Santa Monica College, “Orthopaedic Manual Therapy Residencies” at Kaiser West Los Angeles & USC Physical Therapy School, Keck School of Medicine “How to Conduct a Musculoskeletal Evaluation” and “Doc on the Field” for medical students and physicians who were preparing for sports coverage. Dr. Bailey also taught community classes for high school & Little League coaches. With her Certified Athletic Training & sports specialty backgrounds’ she has been an invited practitioner to assist with the Pan Am Games & several U.S. Olympic Teams. She acted as a consultant to the Chinese Gov. for facility & health care needs during the 2008 Beijing Summer Olympic Games and she has been invited medical staff for the 2009 World Figure Skating Championships as well as the 2009 and 2013 World Macabbi Games held in Israel.

Cindy along with Dr. Wendy Burke DPT in 1998 began training the physios in the United States and World Wide as to the benefits of “kinesiology” clinical taping. Dr. Bailey and Dr. Burke developed their own techniques based in physiology and biomechanics that continue to be the most prominent techniques used by clinicians today.

Awards & Recognition

Dr. Bailey is a sought-after speaker and educator including opportunities with sports, orthopaedics, and care of the hemophilic patient on a regional & world conference level. She has been the past chair and is currently a member of the Physical Therapy Working Group for the United States National Hemophilia Foundation (NHF). In 2021 She was chosen as the NHF Physical Therapist of the Year. Her twenty-seven plus years’ experience with the bleeding disorder community has also allowed her to be involved in Twinning and educational programs throughout the world.

Cindy has been an invited speaker multiple times for the World Federation of Hemophilia (WFH) Musculoskeletal (MSK) conference. In 2021 she was elected to the WFH MSK committee as a member at large and in 2022 she was elected to the Jr. Vice Chair position for a 6 yr rolling term and she will end the term as the Chair. Bi-monthly Dr. Bailey DPT, Dr. Bruno Steiner DPT, Dr. Peter Aguero DPT and Dr. Mark Krimmel DPT are co-facilitators for international musculoskeletal ultrasound imaging rounds.

Publications

Dr. Bailey has collaborated to author several chapters “Uses of Tape as a Medical Modality”, “Physical Therapy in Hemophilia”, and has given assistance to multiple authors for content in the HemAware journal. Dr. Bailey, as a co-author, has published multiple articles on musculoskeletal imaging ultrasound (MSKUS) in “The Journal of Ultrasonic Medicine” and “Haemophilia”. As the primary author and developer she, along with Dr. Bakeer, wrote the United States NHF Medical Advisory Scientific Councils’ approved MSKUS imaging guideline for use of clinical MSKUS in the hemophilia treatment center. She is now instructing clinicians in the non-bleeding disorder and bleeding disorder communities worldwide in the use of Clinical Kinesiology taping strategies and musculoskeletal ultrasound imaging.
